All-metal hip implants can damage soft tissue: FDA

(Reuters) - Metal-on-metal hip implants can cause soft-tissue damage and pain, which could lead to further surgery to replace the implant, the U.S. health regulator said, following several recalls of the artificial hip parts.

All-metal hip implants were developed to be more durable than traditional implants but have become a major cause of concern following several safety issues and user discomforts.

The traditional implants combine a ceramic or metal ball with a plastic socket.

The U.S. Food and Drug Administration said all-metal implants can shed metal where two components connect, such as the ball and the cup that slide against each other during walking or running.

Such release of metal will cause wear and tear of the implant and can damage bone and soft tissue surrounding the implant.

The agency said surgeons should select a metal-on-metal hip implant for their patient only after determining that its benefits outweigh that of an alternative hip system.

Johnson & Johnson, the biggest manufacturer of all-metal devices, recalled its ASR hip implant in 2010 following safety problems.

Smith & Nephew withdrew a component of one of its all-metal artificial hip systems last June, following higher level of patient problems with the device. Stryker Corp begun recalling some components of its implant in July due to risks associated with corrosion.

Other hip implant makers include Zimmer Holdings Inc and Wright Medical Group.

The regulator, however, added that it does not have enough data to specify the concentration of metal ions in a patient's body or blood necessary to produce adverse effects.

The reaction seemed to be specific to individual patients, the FDA said on its website.

Iraq mulls BP Kirkuk oil field proposal

PanARMENIAN.Net - An Iraqi oil official says the country is considering a proposal for British oil giant BP to begin work on a major oil field that lies in territory contested by Baghdad and the minority Kurds, The Associated Press reported.

The head of the Oil Ministry's petroleum contracts and licensing division, Abdul-Mahdi al-Ameedi, told The Associated Press on Thursday, January 17 that the plan aims to boost output at the Kirkuk oil field, where production has been declining.

He says BP's offer has been sent to the Cabinet for consideration, though no deal has been approved yet.

BP spokesman Toby Odone says Iraq requested a proposal for work at the field. He declined to give details, including about the scale of any potential investment.

The Wall Street Journal reported on the proposed deal earlier in the day.

Born in 1982, Zhao Zhao is one of the artists participating in ?ON ?OFF: China?s Young Artists in Concept and Practice,? an exhibition that just opened at Beijing?s Ullens Center for Contemporary Art. Zhao is one of China?s most promising young artists and often tackles provocative subjects.?A shipment of his work for a scheduled solo exhibition in New York last year was confiscated by Chinese customs authorities before leaving the country.?His new work, on view at UCCA,?is composed of smaller stone cuts from damaged Buddha sculptures stacked into a perfect cube.

Zhao worked for seven years as an assistant for Ai Weiwei, the well-known artist and outspoken government critic who was imprisoned for 81 days in 2011. Zhao, 31, and Ai, 55, represent two generations of Chinese contemporary artists. While works by Ai?s generation are fetching high prices in today?s art market ? and dominating most of the attention given to Chinese contemporary art ? Zhao?s generation is quietly catching up. UCCA, a well-respected, not-for-profit art center?in Beijing, is giving this young generation due credit by dedicating its first show of 2013 to them.

Having grown up in a very different environment from their parents??generation, these artists presented some exciting new focuses and approaches in their art practices, and??they are not interested in singular symbols of one reality,? UCCA director Philip Tinari told ARTINFO during a recent video interview.

Former Microsoft execs launch India-based sex toys website

When high level Microsoft employees decide to leave the company, they often form new tech-based companies. Gabe Newell, a former Microsoft Windows producer, went on to co-found Valve. More recently Stephen Elop left Microsoft to become CEO of Nokia.

Now there's word that a number of former Microsoft executives in Asia have banded together to launch a new retail website, Thatspersonal.com. Before you head over to the URL, however, be aware; the website is designed to sell ...well, sex toys for the Indian market.

The Times of India reports that the site was launched by Samir Saraiya, who previously was the leader for business development for Microsoft Singapore. He is now the CEO of Digital E-Life, which launched Thatspersonal.com. Two other former executives from Microsoft India have put up angel investment money for Digital E-Life.

So why leave a nice job with a well respected company to run a sex toy website? As you might expect, it's all about the money that could be made. Saraiya says, "The sheer size of the business opportunity was the biggest driver for me to leave the high-paying job in Singapore with an amazing expat life."

India is well known as having very strict laws concerning the sale of sex related items, but one of the site's investors, lawyer Lekhesh Dholakia, says, "As long as the products are not 'obscene' and/or displayed or exhibited in a manner which is not 'obscene', there ought not to be any serious concerns in the sale of such products."

    Officials search for casualties in Australia fires

    HOBART, Australia (AP) ? Officials searched Monday for bodies among the charred ruins of more than 100 homes and other buildings destroyed by wildfires in the Australian island state of Tasmania. Around 100 residents remained unaccounted for, three days after the fires broke out.

    As scores of fires raged across Australia's parched southeast, a volunteer firefighter suffered severe burns to his hands and face while fighting a grass fire near Gundaroo village, about 220 kilometers (138 miles) southwest of Sydney, the New South Wales state Rural Fire Service said in a statement. The firefighter was flown to a hospital in Sydney.

    Tasmania's acting police commissioner, Scott Tilyard, said no casualties had been reported in the state from the fires. But he said it would take time before officials were certain that no one had died in the blazes, which have razed 20,000 hectares (50,000 acres) of forests and farmland across southern Tasmania since Friday.

    Tilyard said 11 teams of officials were searching for the roughly 100 missing residents in places including the small town of Dunalley, east of the state capital of Hobart, where around 90 homes were destroyed.

    "Until we've had the opportunity to do all the screening that we need to do at each of those premises, we can't say for certain that there hasn't been a human life or more than one human life lost as a result of these fires," Tilyard told reporters.

    Three fires continued to burn out of control in southern Tasmania and in the northwest Monday.

    Police charged a 31-year-old man with starting one of the southern fires, near Lake Repulse, by leaving a camp fire unattended last week.

    Police did not release his name, and it was not clear what penalty he could face if convicted.

    Prime Minister Julia Gillard, who flew to Tasmania on Monday, warned that New South Wales, Australia's most populous state, was about to move into a period of extreme heat Tuesday and that the wildfire risk would be high.

    "We live in a country that is hot and dry and where we sustain very destructive fires periodically," Gillard told reporters. "Whilst you would not put any one event down to climate change ... we do know over time that as a result of climate change we are going to see more extreme weather events and conditions."

    New South Wales Rural Fire Service Commissioner Shane Fitzsimmons said more than 90 wildfires were blazing across the state Monday, including the Gundaroo fire. He warned that conditions would worsen on Tuesday. No homes were currently under threat.

    "It is going to be very hot and very dry. Couple that with the dryness of the vegetation, the grassland fuels, the forest fuels and those strong winds that are expected tomorrow," he said.

    Temperatures across much the state was expected to reach 45 degrees Celsius (113 degrees Fahrenheit) on Tuesday, while winds were expected to be as strong as 80 kilometers per hour (50 miles per hour).

    Wildfires are common during the Australian summer. In February 2009, hundreds of fires across Victoria state killed 173 people and destroyed more than 2,000 homes.

    Congress To Vote On Superstorm Sandy Flood Aid ? CBS New York

    WASHINGTON (CBSNewYork/AP)?? A $9.7 billion measure to pay flood insurance claims is set for a vote in Congress Friday, boosting prospects for relief for the many home and business owners flooded out by Superstorm Sandy.

    If the House, as expected, approves the flood insurance proposal on Friday, the Senate plans to follow with a likely uncontested vote later in the day.

    The Federal Emergency Management Agency warns that the National Flood Insurance Program will run out of money next week if Congress doesn?t provide additional borrowing authority to pay out claims.

    Northeast lawmakers say the money is urgently needed for storm victims awaiting claim checks with the most severe flooding occurring in Atlantic City, New York City, Long Island and along the Connecticut coastline.

    ?People are waiting to be paid,? said Rep. Frank LoBiondo, (R-N.J.), whose district includes Atlantic City and many other coastal communities hard hit by the storm. ?They?re sleeping in rented rooms on cots somewhere and they?re not happy. They want to
    get their lives back on track and it?s cold outside. They see no prospect of relief.?

    House Speaker John Boehner promised a House vote on Friday after his decision to delay an action on a broader Sandy relief package provoked outrage from lawmakers on both sides of the aisle, including New Jersey Gov. Chris Christie, who said he?d lost trust in GOP leaders in Congress after being promised a vote earlier this week.

    ?There?s only one group to blame for the continued suffering of these innocent victims ? the House majority and their Speaker, John Boehner,? Christie said Wednesday. ?America deserves better than just another example of a government that has forgotten who they are there to serve and why.?

    The flood insurance measure is the first phase of a proposed Sandy aid package. Under Boehner?s new schedule, the House will vote Jan. 15 on an additional $51 billion in recovery money. Senate action on that measure is expected the following week.

    ?The end result will be New York, New Jersey and Connecticut will receive the funding they deserve,? said Rep. Peter King, (R-N.Y.) earlier this week.

    Fiscally pressured local governments are awaiting that money.

    ?States and local communities need to know the money will be there before they can give a green light to start rebuilding,? said LoBiondo.

    About 140,000 Sandy-related flood insurance claims have been filed, FEMA officials said, and most have yet to be closed out. Many flood victims have only received partial payments on their claims.

    Sandy was the most costly natural disaster since Hurricane Katrina in 2005 and was blamed for at least 120 deaths. Northeast lawmakers have complained that it took just 10 days for Congress to approve about $50 billion in aid for Katrina but that it hasn?t provided aid for Sandy relief in more than two months.

    Pilot catches thief at his home during fly-by

    Pilot David Zehntner was flying his personal plane from North Carolina to his Florida home when he decided to fly over his house and saw something unusual.

    "He observed a silver truck with white camper in his driveway and lowered his altitude to get a closer look," the Charlotte County Sheriff's office said in a news release. "He saw a man looking into the windows of his home then attach his red trailer and pull out of his driveway."

    Zehntner called the police and then began following the thief in his plane.

    The runaway trailer was located by authorities who stopped the robber at a traffic stop. Gary Robert Haines, 59, of Stafford, Va., was arrested and charged with grand theft, police said. By then, Zehntner had landed his plane and came to the scene to get his trailer back.

    Police found a loaded rifle and bullets inside of Haines' pickup truck, the report said.

    Haines was taken to Charlotte County jail and released on Monday on $2,500 bond. Authorities are still investigating the theft and the weapons that were found in the pickup.

    Zehntner did not respond to request for comment.

    Everyone likes practical pointers. Here are more than eight, but fewer than ten practical estate planning pointers for your consideration, especially as we start a new year.

    1. Keep your important documents like your will or trust up-to-date. Keep your legal residence address, marriage status, children, guardian list, etc. updated.
    2. Keep track of beneficiaries for all of your IRAs, qualified plans and insurance policies. If you don't, they may be going to someone you no longer wish to receive them.
    3. Maximize the liquidity of your estate. Liquidity is defined as the ability to quickly turn assets into cash. Without sufficient cash to pay taxes, funeral, and other expenses, your family may have to sell illiquid assets - such as a family business or other property - at an inopportune time.
    4. Maintain an appropriate mix of investment risk. Over time, more risky investments like stocks and mutual funds should be moved into safe and stable investments such as annuities.
    5. Name a dependable executor and/or trustee. Executors are called upon to collect assets, pay obligations, and distribute your assets. Your trustee must enforce all the provisions of any trusts you created. Choose people who have the knowledge, integrity and stamina in the face of pressure from family members to fulfill these obligations.
    6. If you have minor children, consider naming one guardian for your minor children and a separate guardian for the property you've left to support them. The best guardian for your children may not be the most effective money manager you know.
    7. Estate planning for your spouse. If your net worth is high enough, your estate may be subject to taxes. A simple estate plan can potentially save your loved ones hundreds of thousands of dollars in estate taxes.
    8. Leaving the right assets to the right people. Make sure proper financial management systems are in place for people such as special needs children, teenagers, or other dependents.
    9. Plan, plan, plan. While estate planning is important for everyone, it is most important for business owners, who must plan for the succession and/or buyout of their business.

    This is just a quick review of issues that should be addressed by you and your attorney when creating your estate plan. Remember, every situation is different and your estate plan is not going to look exactly like your neighbor?s estate plan. It is always best to contact an experienced estate planning attorney to assist you with all of your estate planning options.
