Acer Iconia Tab A700 review

We'll skip the long contextual intro about how high-powered Tegra 3 tablets are becoming a dime a dozen and get straight to the meat: the new Acer Iconia Tab A700 is an NVIDIA-powered slate with a super-charged screen. Yes, this device is all about the display, and we're talking 1920 x 1200 pixels on a 10.1-inch panel. And until ASUS' Transformer Pad Infinity goes on sale next month, this is the only Android tab with that resolution you can get your hands on.

At the risk of spoiling our whole review, bright colors and a high resolution make navigating Acer's branded build of Ice Cream Sandwich a treat, and its quad-core Tegra 3 insides make the tablet more than just a pretty face. But the WiFi-only Tab A700, retailing for $450, is not the only good ICS option around -- and it's not the most budget-friendly, either. Let's take a closer look to see if its considerable advantages make it worth swiping that plastic.

NFL rookies gather for guidance

Troy Vincent wants to make it absolutely clear that the upcoming NFL rookie symposium is not the beginning of the players' journey into the pros.

That trip began years ago.

"This is not something that starts when you become a professional," said Vincent, the league's vice president of player engagement and a five-time Pro Bowler. "There are elements that surround an athlete in his development, from youth sports through high school and college. It's a lifestyle.

"Parents are a key. What do they do with their youngsters who are playing sports as far as their mental health, their safety in the sport. Are we doing enough to encourage balancing their lives for those in athletics?

"Parents have questions, and rightfully so. And we should answer them, dispel the myths."

The symposium helps do that. This is the 15th year the league has brought together draftees to hear speakers on such subjects as "Are You Bigger Then The Game" and "What Defines Success?" This gathering, which is a bit different because of the location in Aurora, Ohio, with a side trip to the Pro Football Hall of Fame in nearby Canton, begins Sunday with four days of orientation for NFC draft picks. The AFC choices attend from Wednesday through next Saturday.

Scheduled to speak are several players who have experienced serious off-field issues, including Michael Vick, Adam Jones and Michael Irvin. Also on the docket are Terrell Owens, New England's Devin McCourty, Antonio Freeman, LaVar Arrington, Aeneas Williams, Jamie Dukes, Luther Ellis and Carl Eller.

Irvin and Eller are Hall of Fame members.

"Each rookie should leave the symposium with the knowledge and history of where our game began, where it is today, and challenged to make a positive personal impact on the future of our game," added Vincent, a former president of the players' union. "The NFL and its clubs are committed to providing players with the best resources to succeed both on and off the field."

The program will includes presentations and speeches, videos and workshops focused on NFL history, experience, player expectations, and professional and social responsibility. Other topics included player health and safety, decision making and maintaining positive relationships.

"Athletes are not immune to what takes place in society. They are not exempt to societal issues," Vincent said.

"We do have things in place to help deal with any issues, and we are very proactive in doing so. You have to retrain them or develop a new culture of thinking, and it starts with young men and ladies as they are maturing. This is a challenge not just as a sports organization, but as parents, as mentors and teachers. We welcome that challenge and charge as a league, and hope to become part of a greater conversation, be part of the continuing campaigns to raise awareness of these issues and problems that can come up."

Not a lot of things are up at the moment but I am excited as well. Truthfully you had me at the word Zombie when I was reading this roleplay. Governments asking Google to remove more content

SAN FRANCISCO (AP) ? U.S. authorities are leading the charge as governments around the world pepper Google with more demands to remove online content and turn over information about people using its Internet search engine, YouTube video site and other services.

Google Inc. provided a glimpse at the onslaught of government requests in a summary posted on its website late Sunday. The breakdown covers the final six months of last year. It's the fifth time that Google has released a six-month snapshot of government requests since the company engaged in a high-profile battle over online censorship with China's communist leadership in 2010.

The country-by-country capsule illustrates the pressure Google faces as it tries to obey the disparate laws in various countries while trying to uphold its commitment to free expression and protect the sanctity its more than 1 billion users' personal information.

Governments zero in on Google because its services have become staples of our digital-driven lives. Besides running the Internet's most dominant search engine, Google owns the most watched video site in YouTube, operates widely used blogging and email services and distributes Android, the top operating system on mobile phones. During the past year, Google has focused on expanding Plus, a social networking service, that boasts more than 170 million users.

Many of the requests are legitimate attempts to enforce laws governing hot-button issues ranging from personal privacy to hate speech.

But Google says it increasingly fields requests from government agencies trying to use their power to suppress political opinions and other material they don't like.

"It's alarming not only because free expression is at risk, but because some of these requests come from countries you might not suspect ? Western democracies not typically associated with censorship," Dorothy Chou, Google's senior policy analyst, wrote in a Sunday blog post.

That comment may have been aimed at the U.S., where police prosecutors, courts and other government agencies submitted 187 requests to remove content from July through December last year, more than doubling from 92 requests from January through June.

Only Brazil's government agencies submitted more content removal requests with a total of 194 during the final half of last year. But that figure was down from 224 requests in Brazil during the first half of the year.

Brazil's requests covered a more narrow range of content than the U.S. demands. The submissions from Brazil covered 554 different pieces of content while the U.S. requests sought to censor nearly 6,200 items.

Google usually gets a lot of removal requests from Brazil because it runs a 8-year-old social network called Orkut that is a popular forum in that country. Orkut gets so little usage in most other countries that Google took another stab at social networking by creating Plus last year.

The U.S. requests included 117 court orders, including one that instructed Google to remove 218 search results linking to websites containing content alleged to be defamatory. Google said it censored about 25 percent of the search results covered in that court order.

This report marks the first time that Google has quantified how many of the removal requests came through court orders.

Google wound up at least partially complying with 42 percent of the content removal requests in the U.S. and 54 percent in the Brazil.

Other governments frequently reaching out to Google included Germany (103 content-removal requests, down 18 percent from the previous six-month period), and India (101 requests, a 49 percent increase).

At least four countries ? Bolivia, the Czech Republic, Jordan and Ukraine ? asked Google to remove content for the first time during the final six months of last year.

Google's censorship report doesn't include China and Iran because those countries deploy filters to block content that their governments have deemed objectionable.

Governments also are leaning Google more frequently for information about people suspected of breaking the law or engaging in other mischief.

The U.S. government filed 6,321 requests with Google for user data during the final six months of the year. That was far more than any other country, according to Google, and a 6 percent increase from the previous six months. Google complied with 93 percent of the U.S. requests for user data, encompassing more than 12,200 accounts.

U.S. authorities lodge some of the user data requests on behalf of other countries covered by legal assistance agreements and other rules of cooperation.

India accounted for the second highest volume of user data requests with 2,207, a 27 percent increase from the previous six-month period. Google complied with two-thirds of India's requests, which targeted more than 3,400 Google users.

All told, Google received a more than 18,250 requests for user data during the final six months of last year, a 16 percent increase from the first half of the year.

TORONTO ? Canada's chief public health officer, Dr. David Butler-Jones, is recovering from a stroke.

The Public Health Agency of Canada said Monday that Butler-Jones experienced the stroke in early May and has since returned to work.

In an interview with PostMedia, Canada's top doctor said he was never fully off work because his reasoning and mental capacity were not diminished by the stroke. He described the stroke as small.

"I've been increasing the amount of time over last couple of weeks to get into a more regular routine. I still have some left-sided weakness, so I use a cane, which helps a lot and good thing I didn't choose dance as a career," Butler-Jones said in the interview.

"I feel incredibly fortunate, actually, that it wasn't worse."

The Canadian Press asked to interview Butler-Jones on Monday but was told he was not available.

The agency could not immediately say what type of stroke Butler-Jones suffered or provide further details of his illness.

But the agency did say Butler-Jones has not experienced the speech problems that can be common in stroke sufferers. He is undergoing rehabilitation for some stroke-related problems.

Butler-Jones is perhaps best known to Canadians as one of the key faces of Canada's response to the H1N1 pandemic in 2009.

He has had a long career in public health, both in Ontario and Saskatchewan, where he served as the province's chief medical health officer from 1995 to 2002.

Butler-Jones was named Canada's first chief public health officer in 2004. His five-year term was extended by two years in 2009 and last fall he was reappointed for another three years.

He has led the public health agency since its creation in the aftermath of the 2003 SARS outbreak. Prior to that Health Canada was responsible for public health programs in the country.

Reports critical of the SARS response urged the creation of an independent public health agency to be headed by a figure who could speak without concern of political reprisal.

Developing research communications capacity: lessons from recent ...

Donors spend millions every year trying to build the capacity of researchers to communicate their work more effectively. Unfortunately, most of it goes on one-off workshops and attempts to get them to do things they are clearly uninterested in. Sometimes it feels that lessons are hardly ever learned. But sometimes opportunities come about that let us reflect and learn.

Last year, ODI and INASP asked Martine Zeuthen and me to review their efforts to build the capacity of a series of IDRC funded research programmes in Africa. We assessed each one separately and then brought both reviews together in the synthesis below. We found, among other things, that a lot more time needs to be dedicated to planning the interventions.

I am now trying the recommendations listed below in a project I am working on this year with four Latin American think tanks. I?ll report back on how it goes.

Lessons (more detail on these lessons, the recommendations below, and the approaches themselves, is provided in the document):

  • The best laid plans? In both cases, as well as in other cases consulted for the purpose of this review, the interventions did not go as planned.
  • An expression of interest does not always imply commitment: Although the grantees had expressed their interest in being involved in the projects several were not engaged in learning and did not change their approach to research communications as a consequence. In one case one of the grantees expresses that their involvement was based on the impression that the project appeared to be important for IDRC and ODI. In other words, their participation was driven more by an interest in being part of such initiative to satisfy donor demands rather than in the initiative itself.
  • Researchers have other interests and pressures besides communications:?Most researchers are often more interested in researching than communicating. Additionally, while an individual project may be a priority for the donor or for the lead partner, it is unlikely to be so for individual organisations or researchers. As a consequence, any activities that are not seen to directly support their core business are unlikely to be given the priority they demand to be effective.
  • Face-to-face is better than virtual, but the web is a good alternative
  • If it is not done at the beginning, then it is probably too late: In all cases the project came about as a final activity for the grantees, added to the project with only months to go. Furthermore, while the support provided was intended to lead to a communications strategy, there were no additional funds to implement such a strategy. As a consequence, researchers had few incentives to engage more than necessary.
  • The right people matter:?The ambition was for the people receiving the support to then go on and train or mentor other members of their networks or organisations. Unfortunately, those who participated where not always the right people for this objective. Senior researchers, network coordinators, and even communicators may be excellent candidates to make use of any skills learned ?but that does not necessarily make them the most appropriate ?trainers of trainers?.
  • Local or regional facilitators and mentors: INASP?s approach involved using regionally based facilitators and mentors. This had a particularly positive effect on the project. The partners learned from the mentors and enjoyed discussing the specific challenges that they were facing with regional professionals. Conversely, ODI was able to connect with the grantees it was supporting only after visiting their offices, and concerns about the consultants? lack of familiarity with their context were raised.
  • No one is starting from scratch: All the grantees, to different degrees, have some sort of research communications capacity. In some cases, their personal and professional networks ensure greater levels of impact than any formal research communication strategy could ever promise. Furthermore, many communication tactics and channels that are common for developed countries or the United Kingdom, and that ODI and INASP are more familiar with, may not be appropriate for the grantees? contexts.

Recommendations:

  • Start early ?right from the beginning: Developing the capacity to communicate should not come as an afterthought. Funders must plan this right from the start and service providers like ODI and INASP should be careful about being involved if this is not the case.
  • Confirm demand before starting: Even before signing a contract, the service providers should contact the grantees and effectively treat them as clients; inquiring as to their interests, concerns, and commitment to the initiative. The service providers must be very clear regarding the time and resources that they will have to allocate to the process. They must also discuss, at length, who are the most appropriate people to be directly involved and what will be their responsibilities.
  • More than a needs assessment: really understand the organisation and its context: The service provider should start by either spending time with the organisation or hosting the relevant people. Above all, the service providers need to understand the culture of the organisations and the policy contexts they seek to affect. This is not something easily achieved through a remote diagnostic.
  • Consider who is the most appropriate source of expertise: It may be that the organisations conducting the assessment are not necessarily the most appropriate when it comes to delivering the support. Would they limit their recommendation to the services they can offer?
  • Build on strengths: The service providers should seek to either improve what they already do or introduce new channels or tactics that build on those that they are comfortable with. This is likely to make a bigger impact than if the consultants bring along an entirely foreign and all-encompassing new approach.
  • Focus on the organisation rather than on single projects: Support should be aimed at strengthening the organisation?s capacity and not just a single project?s visibility. This is likely to attract the support of senior managers that is crucial for any change to take hold within the organisation. The project itself can be used as a pilot to text the new tactics or channels proposed.
  • Earmark funds to implement whatever strategy they develop: It is unlikely that the organisations will dedicate the necessary time to develop a strategy or plan unless they know that there will be funds available to implement it. Just as the service providers are not helping for free, it is unlikely that these researchers will be able to dedicate the necessary time to the initiative unless their time is covered. The service provider should therefore make sure that there are sufficient funds for this purpose. On the other hand, if the organisation has the funds but is not willing to allocate them to this purpose this should be seen as a sign that there is little buy-in from the leadership.
  • Maximise peer-to-peer exposure: Depending on the kind of skills being shared and the individuals involved, the donors and service providers should attempt to ensure that people with the right experience deliver the support. Researchers, for example, are more likely to respond to other researchers; communication officers to communication officers; and managers to managers. This means that it is possible that the service providers will have to look beyond their organisations for the right expertise. Instead, they may act as facilitators and help the organisations find the most appropriate people for their needs.

Spain to seek bailout; up to $125 billion on table

Spain will seek financial help from its Eurozone partners but exactly how much won't be known until private audits are undertaken, the country's economy minister announced Saturday.

Earlier, European finance ministers discussed plans to offer Spain up to $125 billion (100 billion euros) in a bid to stabilize its banks -- and ease concerns over the even bigger European debt crisis.?That amount was described as an upper limit, not an indication of what Spain would ask for.


After Spain's announcement, the Eurozone ministers issued a statement that they expected a formal request "shortly" and are "willing to respond favorably."

Spain earlier said it wanted to wait for two independent audits ? due by June 21 ? before deciding on whether to seek aid, and it?was not clear if those audits were being stepped up.

Spain had resisted asking for a bailout since previous ones for Greece, Ireland and Portugal came with demands for tax increases and spending cuts.

Economy Minister Luis de Guindos emphasized the aid would not come with "micro-economic conditions".

U.S. Treasury Secretary Tim Geithner issued a statement praising the "concrete steps on the path to financial union" for the Eurozone.

Investors and politicians have been increasingly concerned that Spain might not be able to find the money to prop its ailing banks by itself.?

Spain warns time is short as G7 discusses eurozone crisis

A report from the International Monetary Fund estimated Spanish banks need a recapitalization injection of at least $50 billion following a stress test it performed on the country's financial sector. That report came out early Saturday, three days ahead of schedule, underscoring the urgency of the situation.?

Officials said there had been a heated debate over the IMF's role in Spain's bank rescue, which Madrid wanted kept to a minimum. It will not provide any of the money.

In the end it was agreed that the IMF would help monitor reforms in Spain's banking sector, while EU institutions would ensure Spain stuck to its broader economic commitments.?

Eurozone policymakers were eager to shore up Spain's position before June 17 elections that could push Greece closer to a Eurozone exit and unleash a wave of contagion.

Nonetheless, some analysts said financial markets might be calmed by the announcement when they reopen on Monday.

"The figure of up to 100 billion (euros) is more encouraging and pretty realistic; it's an attempt to cap the problem," said Edmund Shing, European head of equity strategy at Barclays.

"The issue, however, is there is still a lack of detail about where the money's coming from, which is crucial. The market will treat it with some caution until they see how it will be funded."?

The Eurogroup said the funds could come from either from a temporary rescue fund, the EFSF, or the permanent mechanism, the ESM, which is due to start next month. Finland said that if money came from the EFSF, it would want collateral.

EU sources said there was a preference to channel money to Spain through the ESM, rather than the EFSF. Under the ESM, an approval rate of 90 percent or less is needed to trigger aid, and the fund also has more flexibility in how it operates.

"That's why it's so important that the ESM ... be ratified quickly," German Finance Minister Wolfgang Schaeuble said. ?

Spain?has already spent $20 billion bailing out small regional savings banks that lent recklessly to property developers.?

Spain's biggest failed bank, Bankia, will cost $25 billion to rescue and its shareholders have been wiped out.

The race to resolve the banks' troubles comes after Fitch Ratings cut Spain's sovereign credit rating by three notches to BBB, highlighting the Spanish banking sector's exposure to bad property loans and to contagion from Greece's debt crisis.?

It said the cost to the Spanish state of recapitalizing banks stricken by the bursting of a real estate bubble, recession and mass unemployment could be between $75-$125 billion. The higher figure would be in a stress scenario equivalent to Ireland's bank crash.

Italy could yet get dragged in too. Its industry minister, Corrado Passera, said the economic situation in Italy had improved since the end of 2011, but remained critical.?"Europe was more disappointing than we had expected, it was less capable of tackling a relatively minor problem such as Greece," Passera told a conference.?

While Spain would join Greece, Ireland and Portugal in receiving a European financial rescue, officials said the aid would be focused only on its banking sector, without taking the Spanish state out of credit markets.?

That would be crucial to avoid overstraining the Eurozone's rescue funds, which would struggle to cover Spanish government borrowing needs for the next three years plus possible additional assistance for Portugal and Ireland.?

Conditions in the plan would be related to the banks and would probably not add to the austerity measures and structural economic reforms that Spain's government has already put in place, EU and German sources said.?

A "bailout lite" would help salvage Spanish pride. Spain is the world's 12th largest economy and No. 4 in the Eurozone. EU and German officials have cited national pride as a barrier to requesting a full assistance program.?
